Basically, yes. 
But of course you'd have to pay the shipping fees to Japan, and depending on the number of submissions and size of the book, it could be a little pricey because of weight.
I pretty much have the book designed in my head, and I oh so want to make it. Even if it just ends up being for ME! Or a friend... or Kaya Book 2007. ... Or Kaya Book 2006 1/2. ...Or Kaya Book ~Merry Christmas Edition~!
Okay, okay... I'll stop now. One can only shower Kaya with so much love before being considered a stalker. I know. And I don't even love him THAT much... Or DO I...?
Anyways...
Now I've envisioned taking a plain binder (Like those three ring vinyl ones you can buy anywhere), but then I guess you could say 'upholstering" it in a nice, red, soft fabric and some cotton batting. Then make a ton of ribbon/fabric roses, and attach them to the cover, surrounding the title. Then maybe spritzing a rose scent too add a bit of "realism" to the roses.
My grandmother once made me a photo album in a similar manner, and if I can dig it up again, I'd even have something to reference from.

If someone is worried about giving away their home address, couldn't they just give their work address? That way, it doesn't really matter, right? Although...well, I guess it would depend on how much your boss cares that you've been getting a lot of mail all of the sudden. ;P

Heh. It was the same for everyone, usagi. The webhost was down or whatever. They just came back up last night!
I had money... I spent it on MUCH needed clothes.
Although I found myself fingering roses, fake and real, a lot, and I couldn;t quite remember why, at the time.
