Japanese “Culture of Silence” toward crimes against women

So there's this petition going around. I'm sure anyone who knows anyone female in Japan has heard stories of stalking, abuse, rape, etc. I'm sure they've also heard that the police refuse to do anything about it. There's not much we can do either, but there is this petition. So sign it, yeah?
